After the extreme rain events this is a picture from the El País newspaper showing a stretch of the V-30 that runs alongside the Turia river. The river is in full flood, very wide with brown turbulent water on the left. In the centre of the picture, the road is partially flooded and there are cars abandoned and debris overtop the road. A roadway sign stretches over the 4 lanes of traffic.
A google street view image reportedly taken in April 2024 shows the same stretch of road. The same roadsign is seen. The river is dry and flat and wide.

The town of Chiva, about 50km upland to the east of the City of Valencia is where they recorded the historic nearly 500mm of rain. There are mountains about 50-100km inland of the entire Spanish coast, so the rain accumulates into the river valleys there and floods to the coast.

Hey @GottaLaff! You know how Project 2025 proposes to get rid of things like the NOAA and FEMA? Well the left-wing government in the Valencia region got replaced last year with a right wing government and lo-and-behold:
