so you cannot watch the news and then spontaneously make a simple cardboard sign and stand in front of city hall to voice your opinion about the news and others cannot spontaneously decide to stand next to you and call their friends and family to make signs and come and stand in front of city hall?

Fees must be nominal, content-neutral, and cover only objective administrative costs like processing. (see Forsyth County v. Nationalist Movement 1992, Cox v. New Hampshire 1941, Thomas v. Chicago Park District 2002).
