in reply to Heidi Li Feldman • • •Fees must be nominal, content-neutral, and cover only objective administrative costs like processing. (see Forsyth County v. Nationalist Movement 1992, Cox v. New Hampshire 1941, Thomas v. Chicago Park District 2002).
