The grim truth is that the only thing that motivated a genuine effort to reach the moon and produce the ICBMs was existential fear of a worldwide takeover by Communism. With that not very likely anymore these programs just become pork barrel grift. So many military "moonshot" programs: F35, Zumwalt, Littoral Combat Ship become expensive boondoggles because success is not an option.
