Q. is massive reform of policing on the cards?
If so, it seems likely that this will involve consolidation into larger forces (not least to save some, but in the scheme of things not much, in salaries to Chief Constables)... but is a further distancing from local communities into large regional forces likely to deal with the problems many encounter with the police?... without significant normative & institutional cultural change, likely not!
