In addition to Snyder’s "do not obey in advance", Steve Lukes’ third dimension of power is the ability to change people's thoughts and beliefs, basically controlling what issues are okay to talk or think about. This lets those in power stay in control without using overt coercion. In the case of fascism, this means that fascist regimes often change public opinion to see their ideology as the only option, shutting down opposing views and encouraging blind loyalty. Fascist governments use propaganda and cultural manipulation to define the "national interest" and paint opponents as threats. This keeps the public talking about their chosen story.

Fascists can get people to follow their rules, even if they don't fully agree with them, by changing public opinion. This works because people think there are no other options.

This goes beyond politics and affects social norms, schooling, and the arts to make fascism even stronger.

And we've already seen how quickly fascism converts people.

We are going to have to fight every inch they gain.
