Last year, New Mexico adopted House Bill 4, which establishes that those convicted of a felony can still vote, providing they are not incarcerated. A crew of people set to work registering newly eligible voters and in doing so discovered thousands of people who had been wrongfully denied their voting rights, for many years before.
